The effects of migration on women’s empowerment are mixed and sometimes contradictory. While migration can afford women greater freedoms and economic opportunities, it can also expose them to new forms of disadvantage, vulnerability or exploitation. The Global Compact for Migration calls for empowering migrants to becoming full members of their societies (objective 16).

Doing this in a gender-responsive way involves providing gender-responsive information, training and education as well as consulting with migrant women so they can contribute to the design and implementation of policies that affect them. It also involves addressing the structural conditions that may disempower them (working conditions, migration pathways, lack of access to social protection, etc.).
